The purpose of this requirement is to obtain an independent actuarial costing analysis of the short-, medium- and long-term direct and indirect costs if the current federal workers’ compensation regime remains unchanged, or if two options for modernizing the regime are implemented. The analysis must include both overall costs of the regime, and costs for (a) the five federal employers with the highest volumes of workers’ compensation claims and (b) a selection of federal employers with moderate claim volumes. The analysis should also provide a return on investment (ROI) for the two modernization options.
